1. Open a new RGB file, 72 resolution, transparent , add a new layer , press the letter "d" to set your foreground and background colors to black and white, fill the layer with black (alt/backspace).

Choose pattern overlay from the layer style pop up menu at the bottom of the layers palette. (this is the first little icon found at the bottom of the layers palette and it looks like a little script "f")

2. In the pattern overlay dialog box, click the down facing triangle to reveal the pattern picker, choose the clouds pattern and increase the scale to 400%. then in the dialog, click on the color overlay.
Change the color to a dark green Change the mode to screen, lower the opacity to 50%, In the Layers Palette choose flatten image from the palette's pop down menu.

3. Go under the filter menu, under texture and choose Texturizer. Set the texture to sandstone, scaling to 100%, relief to 4 and light direction to Top and click OK.

Under the filter menu, under Render choose Lighting Effects. Use the default settings , but move the light sourrce so that it comes from the top right by dragging the end point of the preview oval's radius handle to the desired corner. Play with the handles until you achieve a nice soft effect. Click OK.
You can now place objects or text on your background and you may also want to add drop shadow to your text to enhance the effect.
